Microsoft 365 Copilot Gains App Builder, Workflows and Expanded Admin Controls

Microsoft this week announced two new features in Microsoft 365 Copilot, App Builder and Workflows, that aim to bring natural-language automation and lightweight app creation to more users.

Both features are delivered through the Copilot Studio platform and are part of Microsoft’s broader effort to enable citizen development within enterprise environments.

App Builder allows users to create functional business applications -- such as dashboards, calculators and interactive forms -- by pulling from your files. "The experience is grounded in your Microsoft 365 content, including documents, presentations, spreadsheets, and notes, and can even generate and store new data using Microsoft Lists as a backend," said Microsoft. "Sharing is just as simple: Distribute your app with a link, just like you would share a document."

Workflows enables users to create multi-step automations across services like Outlook, SharePoint, Teams and Planner using natural-language instructions. The entire process is visible in real time, allowing users to modify and refine flows conversationally. The feature builds on the existing Agent Flows framework in Copilot Studio and extends its capabilities to users without formal development experience.

Microsoft emphasized that both new features integrate with the platform’s existing security and compliance infrastructure. All apps, agents and flows created through Copilot are subject to role-based access controls and respect individual file and service permissions. Administrators will be able to manage these tools from the Microsoft 365 admin center, which now includes controls for sharing, usage tracking, and governance enforcement.

App Builder and Workflows are launching first through the Frontier program, which provides early access to new Copilot capabilities for eligible enterprise customers. Microsoft has not yet announced when the features will be generally available.

Microsoft also announced several other enhancements this week to the Copilot experience. These updates are part of the company's ongoing monthly rollout of improvements to the Microsoft 365 ecosystem and reflect increased integration of AI tools across core services.

Highlights from the October release include:

  • Copilot Chat now supports persistent sessions, allowing users to resume conversations without losing previous context.
  • A new GPT-5 model is being rolled out as the default for Copilot, with an option for users to request quicker, more concise responses when needed.
  • Microsoft Search has added AI Views, which provide metadata and suggested actions for content across Microsoft and third-party apps.
  • Calendar search improvements include filters for meeting organizers and categories, with support for delegated access.
  • Teams meeting recaps can now be delivered in audio formats, with options for executive, newscast or casual styles.
  • File summaries in chat enable users to understand document contents without opening them.
  • A new Copilot Control System in the Microsoft 365 admin center introduces dashboards and reports that detail usage metrics across Word, Excel, Teams, Outlook and more.
  • Admins can now access team-specific insights, reassign ownership of AI agents, and export agent metadata to support auditing and compliance.
