Half these titles are worthless to an MCSA on 2003. They are already past them. Is there an error on qualification.

This is only for MCSA's on Windows 2003, not Windows 2000? The study materials include the upgrade to 2003, yet you can't get to the free UNTIL you've already passed the tests.

Where or how do you actually register for the offer? I had seen this before, but couldn't work out the registration process (unless you mention it on the phone when you register for the exam?)

To take advantage of the offer, you must obtain an MCSA on Windows 2003 credential by May 31, 2003. Registration and an MCP ID number is required to participate.
